オーダーアイダホ州の田舎町に引っ越してきたベテランFBI捜査官テリー・ハスクは、町の周辺で相次いで発生している銀行強盗や殺人事件に、白人至上主義団体「アーリアン・ネーションズ」が関わっているのではないかと考え、捜査に乗り出す。やがて彼は、アーリアン・ネーションズから分派した過激派グループ「オーダー」が大規模なテロ計画を実行しようとしていることを突き止めるが……。
