El vengador tóxico IIHan pasado varios años desde que Toxie acabara con el malvado alcalde de Tromaville y terminara con toda la delincuencia y la corrupción de la ciudad. Por ello, nuestro héroe se dedica ahora a labores de mantenimiento en el centro para ciegos. Sabedores de su imposibilidad de instaurar su imperio en Tromaville, la compañía Apocalypse Inc. planea la forma de sacar al superhéroe de la ciudad, y así tener vía libre para sus fechorías. Consiguen convencer a Toxie de que su padre sigue con vida en Japón, por lo cual abandona la ciudad...
